Published Feb. 18, 1987. Donald L. Harrison of Girardeau Contractors made a point to the City Council during a two-hour meeting in City Hall. About 20 contractors and engineers attended the special meeting, voicing their concerns, complaints and suggestions regarding city inspections and construction specifications.
