Public hearings

• Held public hearing regarding the trickling filter rehabilitation at the wastewater treatment plant, to review and seek public input and comment for proposed improvements to the wastewater collection system.
• Held public hearing regarding the financing and impact on user charges of the trickling filter rehabilitation facility plan for the upgrading of the wastewater treatment plant trickling filter.
• Held public hearing regarding the request of Tom and Karen Mogelnicki and Charles and Barbara Travers to rezone 1000 Kingsway Drive from R-1, single family residential district, to C-2, general commercial district.
• Held public hearing regarding the request of Sherman and Syvilla Swan for a special-use permit for a group home day care at 1200 Ranney Ave. in an R-2, single family residential district.

Consent ordinances (Second and third readings)

• Approved ordinance accepting a storm drainage easement from Kidd II Inc., for relocation of a storm sewer line at 103 N. Kingshighway.

New ordinances (First reading)

• Approved ordinance amending Chapter 30 of the Code of Ordinances by changing the zoning of 1000 Kingsway Dr., from R-1 to C-2.
• Approved ordinance granting a special-use permit to Sherman and Syvilla Swan for purposes of constructing, maintaining and operating a group home day care at 1200 S. Ranney Ave.
• Approved ordinance authorizing the mayor to execute an easement, license and indemnity agreement with Albertson's Inc. for construction and maintenance of certain improvements on city owned right-of-way for streets and public utilities an on a part of the Cape La Croix Creek/Walker Branch Flood Control Project right-of-way.
• Approved ordinance amending Chapter 22 of the City Code relating to solid waste fees at the transfer station.
• Approved ordinance enacting a new Section 5-16 of the City Code relating to liquor sales near residences.
• Approved ordinance amending Schedule C of Section 26-121 of the City Code by repealing stop signs on Mount Auburn Road at Bloomfield Road, and amending Schedule E of Section 26-283 by establishing a four-way stop at Bloomfield Road and Mount Auburn Road.
• Approved ordinance amending Schedule F of Section 26-247 of the City code establishing no parking on Village Drive and reducing speed to 15 mph on a 90-day temporary basis.

Resolutions (Reading and passage)

• Passed resolution authorizing the city manager to execute an agreement with SiteFinders Inc. to acquire right-of-way for the New Madrid Street improvement project from Henderson Avenue to Perry Avenue.
• Passed resolution authorizing the city manager to execute a development agreement with Biokyowa Inc. for the rail spur extension project, Phase I.
• Passed resolution authorizing the city manager to execute a demolition contract with Strack Excavating and Hauling for property at 127 S. Frederick St.
• Passed resolution in support of an application of Southeast Missouri State University for Transportation Equity Act of the 21st Century (TEA-21) funding for the River Campus Terrace Project.
• Passed resolution authorizing application to the Missouri Department of Transportation for the Transportation Equity Act for the 21s Century (TEA-21) funds for the floodwall mural project.
• Passed resolution designating authorized signers on accounts at Commerce Bank.
• Passed resolution accepting a grant and authorizing the city manager to execute a grant agreement with the Federal Aviation Administration for airport improvements.

Appointments

• Appointed Frank Stoffregen to the Cape Girardeau Area Industrial Recruitment Association.

Liquor licenses

• Granted approval of a temporary 5 percent beer by the drink license for Louis K. Juden Post 63 American Legion for an event to be held Oct. 13-14 on the parking lot at Water and Independence streets.
• Granted conditional approval of a retail liquor by the drink and Sunday sales license for American Retail Service 1 LLC, dba Wink's, 2021 Perryville Road, 1803 Independence and 2861 Themis, Lynn Farr, managing officer.
• Granted conditional approval of an original package liquor and Sunday sales license for Pajco Inc., dba Rhodes 101 Stop, 1455 N. Kingshighway and 2012 William St., Paul Dirnberger, managing officer.
• Granted conditional approval of a retail liquor by the drink license for Young and Lane, dba The Library, 701 N. Main St., Kevin S. Young, managing officer.
• Granted conditional approval of a retail liquor by the drink and Sunday sales license for Sean Williams, Michael Hess, dba Breakaways, 15 N. Main St., Michael Hess, managing officer.

Other

• Approved a motion that the name of existing Hopper Road between Mount Auburn Road and Kage Road be changed to Old Hopper Road when the new Hopper Road alignment is ready to be opened.
• Approved the revised improvement plans for the improvements in Crites Eleventh Subdivision.
• Passed resolution accepting city's All-Hazard Mitigation Plan.
