Eligibility for the award includes 4-H membership, winning at the state level to attend the National 4-H Congress and serving as a delegate. Members can then apply to be on the National Planning Committee for the next National Congress. Only two 4-H members from the state of Missouri have previously served on the National Congress Planning Committee.
