"A year ago, the forecast was not as bright," said Peggy Gates of the Manpower Inc. office in Cape Girardeau. "Only 26 percent said they would add to their staff at this time a year ago."

Entering 1999, personnel gains are most probable in construction, durable and nondurable goods manufacturing, education and service, said Gates.

Manpower Inc. conducts employment surveys on a quarterly basis. Nationally, 23 percent of employers surveyed will add new employees, with 63 percent expecting no change. About 10 percent is planning reduction.
