A quick word about the so-called war on poverty, which dates back to the Lyndon Johnson administration: The Clinton administration is in a stew because efforts to give billions of dollars to people in pockets of poverty such as Appalachia, the rural South and some inner cities haven't been successful.

The answer: More tax incentives, credits and other goodies. Did it ever occur to the folks in the White House that some people just might not want other people's money?
