Roaming dogs should be picked up by animal control. Who cares how many other dogs an owner has? Does it matter? One stray dog can kill a child if the dog has been raised to become vicious. Whether a person owns one dog, four dogs or 10 dogs, if one of his dogs is roaming freely it is a nuisance, and the current law is sufficient to deal with it.

This new ordinance makes no sense. I would like for the city council explain the logic behind this new ordinance. Precisely how does a numerical limit help enforce the existing leash law? Maybe I'm slow in comprehension, but I really don't see the connection.
