Ruby Franks, 92, a resident of Cape Girardeau and former resident of East Prairie, died Monday, Dec. 16, 1996, at the Chateau Girardeau Health Care Center after an extended illness. Arrangements are incomplete at Shelby Funeral Home in East Prairie.
