To the editor: In response to "Before the flood": Perhaps you did not intend for it to seem as if the city helped build the downtown levee, but that is the way it reads. The downtown landowners and the federal government provided all the funding for that levee, unlike the Cape LaCroix Creek levee...

In response to "Before the flood": Perhaps you did not intend for it to seem as if the city helped build the downtown levee, but that is the way it reads.

The downtown landowners and the federal government provided all the funding for that levee, unlike the Cape LaCroix Creek levee.

These landowners are still responsible for the cost of the upkeep and the running of the pumping station that keeps the rainwater from backing up on the town side of the levee when the pumping station is open and running during flood times. The city has never contributed a dime to this project and does not do so now.
