To the editor:

So President Clinton says we have a surplus. He says we should give it to Social Security.

I think it should go to Social Security under one stipulation: Quit borrowing from the Social Security fund. For anyone who doesn't know, about all that's left in there now are IOUs.

There is a problem with putting the so-called surplus in Social Security where it belongs. They will, in my opinion, steal it back. I use the term steal, because when someone borrows without your permission, that is stealing. Part of that money was mine. I paid into Social Security. No one asked me if they could take my money.

If the surplus is immediately applied to pay down the deficit, then Congress and the president can't get their hands on it. No small wonder Clinton wants to put it back in Social Security. You can bet if they steal it again, they won't be bragging on that.

I would like to encourage our local members of Congress to agree to putting the surplus toward Social Security under one stipulation: No more IOUs. Call you U.S. representative today.
