Fellow Citizens:

Though the response to the flood of 1993 is ongoing, we feel that recognition is in order for those individual volunteers, businesses, the news media, military and government agencies, and private relief organizations that have worked so well together to mitigate the effects of this great flood.

Without the area-wide cooperation so evident during this emergency, the damage to persons living and working in the flooded areas would have multiplied greatly. All persons throughout Cape Girardeau County can stand and be justifiably proud of the way that everyone has worked together, responding to the emergency needs of our fellow Citizens.

Much remains to be done, and persons are still in need. We must continue to help each other in the spirit that was so evident during the earliest part of this disaster. At this point we cannot walk away and say that the emergency is over.

Thankfully, we are seldom called to action as we have been in the flood of 1993. The response from all parts of the County has been impressive, and it was awe-inspiring at the height of the flood to see everyone step forward to do their part. It gives great confidence to us all, as we face other, possibly greater, emergencies in the future.

On behalf of everyone that has been injured, damaged, or threatened during this disaster, we thank you one and all.
