Politicians are launching subtle scare campaigns aimed at derailing Hancock II Amendment. Their self-serving motive is to keep taxpayers' from gaining more control over taxation.

Hancock II consists of the following: First, proposed State Tax, License or Fee (TLP) exceeding .20 ercent of previous years' Total State Revenue, (example, nine-million dollars in 1993) shall be subject to vote approval. Secondly; all local government and political subdivisions, increases in TLF shall be subject to voter approval (excluding user fees), and thirdly; prohibits state for maintaining their corporate status or existing level of state funding.

For opponents' to suggest Hancock II is anti education is without rational basis. Hancock II is a taxation issue and would have no negative impacts on 1993 education reform. Not even the price of popcorn, etc. at school activities.

Don't be misled by untruth, and anti-education remarks you will hear in the next several weeks against Hancock II Amendment. As Missouri citizens it is our constitutional privilege and our opportunity to place tighter control on taxation. Just remember 1993 mandated tax (largest increase in State history) we had no vote on. Support Hancock II during current petition drive and in November 94. You will insure vote on significant taxes in future.
