LETTERS: FLAT INCOME TAX NEEDS TO BE GRADUATED

To the editor:

A flat income tax is a good idea. It was a good idea when Jerry Brown proposed it. It has become a bad idea as it is now proposed. It would tax those who necessarily spend all or most of their income, while letting those with income surplus go free.

The only flat tax is a graduated flat tax. The higher the income, the greater the tax rate.
