Unfortunately, talk is mostly what his policy amounts to: talk about setting national standards, talk about school choice, talk about establishing model schools.

And it's all talk we've heard before, not hardly the stuff that will make Bush's vow to become the "education president" anything more than empty political rhetoric. ...

On the whole, Bush's plan was uninspiring and disappointing. Rather than a comprehensive strategy to meet the ambitious goals hammered out by Bush and the nation's governors at the 1989 education summit, Bush offered only stale rhetoric.
