Speaking of federal judges: U.S. District Judge Russell Clark of Springfield, Mo., whose name will be forever linked to the failed and costly school desegregation effort in Kansas City, has struck again. This time the judge has ruled that the beleaguered urban district doesn't have to repay nearly $100 million it used for salary increases -- funded by Missouri taxpayers...

Considerable support has surfaced for using the old St. Francis Hospital location as the site for a proposed new federal courthouse in Cape Girardeau. While there are advantages to that idea, there are many other considerations that must be evaluated. One way to represent the public's interest in where the courthouse goes would be well served by having City Hall take a more visible and active role in the site-selection process...

The good news is: Jefferson City legislators appear poised to outlaw that widely perceived threat to the democratic process known variously as the free lunch, the steak-and-lobster dinner, the freebie martini and the useless, inexpensive trinket. In other words, the cost of doing business for some 3,000 lobbyists is about to go down...

The Cape Girardeau City Council Monday night approved a gambling agreement with Boyd Gaming Corp. that made the city instantly richer. Boyd Gaming officials presented a check of $250,000 to the city immediately after the vote. The payment included $150,000 for approving the agreement and $100,000 to cover attorney fees and other expenses incurred by city government in negotiating the gambling pact...
