Ten years ago, Missouri became the 40th state to require that children under the age of 4 be protected by the use of an approved child car seat or vehicle safety belt. Since Jan. 1, 1984, many young lives have been saved that would have otherwise been lost as a result of motor vehicle accidents. JACKSON - During his five years in the Missouri House of Representatives, David Schwab says he has noticed that most problems in legislation occur near the end of the session when compromises are made as the two houses try to agree on a final bill. Most communities have to keep running just to stand still. Take Cape Girardeau: Every year 100 to 150 new businesses open. But every year about the same number close.
