JACKSON - The Cape Girardeau County Commission, meeting in special session Friday afternoon, approved an order imposing a curfew in flooded areas of the county until further notice. The curfew takes effect at 6 p.m. Saturday and is designed to prevent sightseers and looters from entering areas now flooded by rising Mississippi River waters and areas that soon will be flooded...

Along with the "No Trespassing" signs plastered on a deserted and sandbagged house at 1008 N. Spanish Street is another in the yard that drolly reads: "River Front Property For Sale." The Mississippi River already is in the back yard. As sure as the river is rising, this house will join others in the Red Star District that have become islands...

Two local agencies have teamed up to provide help for victims of the Mississippi River flooding. "Anticipation is the name of the game," said Capt. Elmer Trapp of the Salvation Army in Cape Girardeau. Those needing help should ask soon. The Salvation Army is coordinating assistance for people who want to sandbag their property and help for those evacuating...

DUTCHTOWN -- Amid swelt~ering summer heat Friday, Dutchtown residents and volunteers filled and stacked sandbags along a quarter-mile stretch of Highway 74 as they braced for approaching floodwaters, visible in the distance. The small, Cape Girardeau County town is threatened by floodwaters from the nearby Diversion Channel, the result of massive flooding along the bloated Mississippi River...

Volunteers are needed immediately and for weeks to come, say officials with the two agencies coordinating help for Mississippi River flood victims. Both the Salvation Army and the American Red Cross are coordinating volunteer efforts. Capt. Elmer Trapp of the Salvation Army said, "Right now the biggest thing we are working on is the sandbagging effort."...

Cape Girardeau's floodwall is designed to hold back a Mississippi River flood of 54 feet on the Cape Girardeau gauge. C.A. "Andy" Juden of the Main Street Levee District said the wall is in no danger of collapsing under pressure of the swollen river...

It certainly wasn't the most important matter decided during this Supreme Court term, but someday it may be. The landmark case of Brown v. Board of Education was before the court again. This time the Topeka School Board was ~asking the justices to consider whether federal court control over the Topeka schools should be terminated with complete responsibility reverting to the school board...
