1. Explain your understanding of how property should be assessed as well as the assessor's role in county government.
All real estate and tangible personal property is assessed in accordance with State Law and in a manner that is fair to all citizens of the County. As Assessor, the market value of property is determined by using one of three approaches. The market approach uses a comparable property recently sold and relates this to the property being valued. The cost approach is an estimate using current labor rates and material costs to find a replacement value. Lastly, the income approach is used for properties producing income. With this approach, the value is established according to the amount of income generated by the property.
Once the market value of the property has been decided, the properties are classified as one of the following three subclasses:
1. residential property. 2. agricultural/horticultural property. 3. utility, industrial, commercial, railroad and all other property not included in one or two. The assessed value is then reached by using percentages set by state law.
The assessor's role in county government is to record and value all real estate and personal property located in the county. An annual assessment of personal property and a biannual assessment of real estate must be completed.
Why are you interested in the position?
The position of Perry County assessor will not only be challenging, but rewarding as well. I will enjoy dealing with the citizens to resolve problems, working with numbers, and developing strategies to improve the concepts currently used to maintain fair property assessments for the residents of Perry County.

My education and work experience has provided me with an in-depth knowledge of buildings, property development, computer systems, and code enforcement. My willingness to learn and the ability to accept new challenges make me the best candidate for Perry County assessor.
