Thinking there oughtta be a *69 feature-type short-key phone function like the good ol' days, where if one receives a SPAM call, it charges the caller back for an inconvenience / nuisance fee to make the cost of inconveniencing me monetary to them.

At St. Louis The Mississippi River flows around 1,000,000 gallons/second. At Memphis It’s around 2,500,000 gallons/second. At that rate about 10-12 seconds of treatable water flows right past Cape. Enough to provide. Seems those consultants can’t see the forest for the trees. Western states are begging for Mississippi water to be piped there and the consultants wants to drill wells ?

Pulley said that the well water was getting better, but he did not tell you that is only because the river has been above flood stage for several weeks and the river level affects those wells, as soon as the level drops back to normal, you will get the same bad quality water from the wells. These half truths city management is telling the public does not portray the actual conditions. Pulley also said the water system now only needs to spend 56 million, instead of 120 million. So was city management wrong then or now? Will they spring the other 64 million needed to the council and public after MI2 is gone? The mayor said the MI2 proposal would need to be bid out, but the current water system management contract was never bid out and has never been bid out in over 30 years. Pulley did not tell you that the new 7 million lime system will cost twice as much for the lime to operate because the lime is already processed, only very small water systems use this costly type of lime. I have 45 years of experience in all kinds of water treatment and worked for Alliance at the plant for 24 years. I also was sent to troubleshoot treatment problems at other water plants they operated, so I am an expert in this water plant. I was in charge of the Cape water plants when the plant was upgraded from 2000-2006, the workmanship and design was so bad that the city sued them because the plant was full of major flaws. This was hidden from the public for 20 years because it would make city management look bad. The concrete walls poured had so many holes that they leaked badly and had to be injected with epoxy. There were leaks in a lot of the new pipes, one of the circular tanks that was built on the hill has settled on the south side, which means it is unstable. The High Service building which houses the pumps that send water to customers homes has pipes under the concrete floor that must be used when the 1.75 million finished water storage needs repair, when these pipes were first tested, the pipes leaked so badly under the concrete floor that it raised the floor up several inches. This means there is a void under that floor and the finished water storage tank can never be taken out of service. The lime feed pumps that were designed and installed were used for a few days, but were abandoned because they kept blowing the pipes apart. The lime feed building 480 volt electrical panels leak so badly in the wall behind them that you can see the water in the floor after a rain. There is a Secondary Mix system installed for use if river water needed to be treated, worked only a few months, and abandoned because we could not keep them working. There is no earthquake protection built into the old brick buildings because the city decided it would cost too much, so in a strong quake the water plant buildings will collapse, leaving the city with no water plant. I my opinion, there should only be enough money into this plant to keep it operational till a new water plant is built that will have no major flaws and earthquake protection built in to the design. One of the previous city finance directors was talked into giving a no bid contract for tank maintenance which costs the city $400,000 per year for 12 years. For 30 years, we always had gotten 3 bids on any work done to the city water tanks, why would the city management waste customer's money this way? The city council should investigate why there are so many half truths and what is really going on with Cape management recommendations. They should also ask why the council or public were not told about the poor condition of the current water plant. There have been 3 water system managers in the last 4 years and 3 water plant superintendents in the last 4 years, why is there so much turnover and how does that affect the water system? The council should question city management before spending so much money in light of the misinformation being given to the council. I would be glad to answer any questions the city council might have.

The people of Cape want to see action not committees. The opportunity was there for the Mayor and council to make a difference in our police force and they failed miserably. Take back that money from the University and spend it on salary increases for the police force which is our main line of defense. Seems they will want them to do more now but with less officers.

I find it amazing that people talk, talk, and then talk some more but are never ready to address the real issues. I grew up in the 1950-60s. We had a pretty moral society (for the most part anyway). We had our differences but settled them in a mostly nonviolent manner. Yes, I did get into a fist fight with someone that I can’t remember outside the Jackson Bowling Alley but none of us would ever have considered using a gun to settle our differences. In high school, a lot of the boys had a gun in the gun rack in their pickup when they came to school. Surprisingly, nobody ever shot the school up.
Along came 1962 when the Supreme Court threw God out of schools and the public square. That was then followed by LBJ’s Great Society which decimated, first the black family followed by the poor family in society at large. Consequently, with God out of the picture and fathers missing from the households, morals began a steady decline. I too must admit that I was far from being a saint in the late 60s and early 70s but the training/teaching I received as a child was still there and has helped maintain me throughout life, but I digress.
Over the last 50 years, I have lived to witness the crumbling of societal norms. People, especially young people have little real respect for one another. The sanctity of human life has drastically diminished. Instead of God, people worship Hollywood morons, rather than seeing God as their provider, people look to government.
I know I have rambled, but I think you can discern my point. We asked God to leave, he obliged us, and now we can see the results. In my humble opinion, the results ain’t pretty. God, please bless this country once again.

It was never a matter of “lying” and “getting caught.”
It was a series of dismal failures by every party involved.
President Trump failed the nation by fabricated accusations of a “rigged” election, followed by deliberate false claims that the election was “stolen” from him, thereby seriously dividing the country.
President Trump failed the nation again by staging a unlawful, vicious insurrection.
Senator McConnell failed by not following through on the impeachment conviction and preventing Trump from ever holding office again.
AG Garland failed by not immediately indicting and prosecuting Trump for stolen government documents, and for the insurrection.
The republican party failed our nation by being complicit in and allowing Trump’s resurrection in politics and becoming a candidate once more.
President Biden failed by presuming that he would be the only individual that could defeat Trump a second time.
The democratic party failed the nation by not recruiting the next generation of presidential candidates, and by deferring to Biden’s power of incumbency, which resulted in his candidacy.
The republican party failed the nation again by allowing the nomination of a convicted felon in their national convention.
President Biden failed miserably in his debate with Trump, but that failure led his decision to decline the presumptive nomination for the best interests of our nation.

Stop renting to people with a criminal record, flag the person so if they get a conviction after renting they are evicted and if someone lets a convict live with them, they also are evicted. If slumlords rent to convicted persons they get a very hefty fine that will make them think twice about not doing background checks. Check the housing development rules where the old St Francis hospital was. If a convict can’t live here, it “should” reduce crime of any kind.

The problem may be forecasting winners and not popular votes or electoral college counts . Forecasting a winner might be the whole storm of 2020 in of itself as it allowed one candidate to declare theirself the winner of the 2020 election when they were not because all of the votes had not be tallied or finalized . "It was stolen!" when in all reality it was not due to the fact votes were still being counted . Forecasting and fact are two different things , one a guess and one a fact . This circumstance had never been dealt with before in American history .
Think the daily weatherman . Only the daily weatherman and politicians get to lie and keep their jobs .
And the Founding Fathers were correct in their check and balance systems , it allows all People to have a voice no matter where they live .

They need to look at the work being done by private companies. The Lexington stretch looks HORRIBLE. The small patch on Lexington where they replaced the culvert has a raised lip right where the water is supposed to drain and so does all of the Lexington stretch. Doesn’t that keep the water from draining?
The remaining part of Lexington is like an Iraq road. Breaks all over and potholes that rattle your car. Specifically from Sherwood to Bellaridge pike on Lexington. Watch all the cars swerve all over the place.
The only one that looks and rides decent is on independence. These companies are paid what it’s called prevailing wage when means they are paid more than normal to do the work the city should be doing. I think for wages like that Lexington from old sprigg to sprigg should look WAY more professional or find some one else to do the work. It looks like they were drunk when they did it.

Where I live it has been a week with No Mail have gotten Amazon Boxes but that is it. How can you pay your Water Bill if you do not get the Mail? Does the City have plan B? Keep in Mind the City and Main Street do mail in Tax Payments to the State have they been held up?
