Summary: Twiggs admitted that on July 30 he was walking down Jefferson Avenue when an officer observed him drop a bag containing cocaine base. Twiggs ran away when confronted by the officer, and he was located and arrested in a nearby alley. A police canine found the bag containing the cocaine base after Twiggs threw it aside. Twiggs admitted it was his and he intended to distribute the drugs.
