* James A. West, 30, 1914 Grandview Drive, was arrested on two Madison County warrants for no insurance and driving with a suspended license.

* Keith D. Carter, 18, 617 N. Spanish St., was arrested on three Cape Girardeau warrants for failure to appear for no operator's license, possession of a controlled substance and a probation violation for stealing.

* Tonia L. Williams, 28, 422 Bellevue St., was arrested on two Scott County warrants for forgery and a probation violation.

* Justin D.J. Laws, 32, 419 North St., was arrested on a Union County, Ill., warrant for failure to appear for burglary.

* Megan D. Atzert, 20, 1444 Luce St., was arrested on a Cape Girardeau warrant for failure to appear for improper registration.

* A 12-year-old boy was cited into juvenile court for suspicion of behavior injurious to self or others.

* Cecil Maurice Jenkins, 41, 1210 S. Benton St., received a summons for illegal dumping.
