"NO TRESPASSING SIGNS". The ordinance seems to be more about sport hunting than herd control. By cutting down the herd population, you increase the food per remaining deer. This boosts the deers reproductive rate. Culling deer causes them to rebound,(called compensatory rebound effect), and the hunters come in next year claiming deer overpopulation again. The more deer food, the more deer. Deer debates are seldom, if ever, resolved to everyone's satisfaction.
