JEFFERSON CITY -- At least one group of Missourians would like the General Assembly to emulate Congress in considering one portion of Speaker Newt Gingrich's Contract With America. Hoping to end so-called unfunded mandates, the Missouri Association of Counties wants the Missouri Legislature to stop sending its members the same kind of non-financed orders the states receive from Washington.
