Missouri Gov. Nixon signs $26 billion spending plan

JEFFERSON CITY, Mo. -- Missouri Gov. Jay Nixon on Friday signed a $26 billion budget for the next fiscal year that would increase basic aid for public K-12 schools, but he expressed disappointment the measure includes roughly $90 million in less than what he had recommended for social services and other welfare program spending.
