Nixon freezes $22 million for education

JEFFERSON CITY, Mo. -- Missouri Gov. Jay Nixon announced plans Thursday to freeze $22 million that had been budgeted for public schools and colleges because lawmakers failed to include enough money in a midyear spending plan passed this week.
