Ameren nuclear plan triggers debate over funding

JEFFERSON CITY, Mo. -- Missouri's largest electric utility is considering building a second nuclear reactor in mid-Missouri, and that means lawmakers will be considering how to pay for it during the 2009 session that starts Wednesday.
