Bates averaged nine points and seven rebounds per game for a Cowley squad that went 30-3 last season.
"Cindy, along with Pam Iversen (who is recovering from knee surgery), will fill our center position," said Southeast coach Ed Arnzen. "She will give us much needed size on the inside."
