Officials hope a full-time policeman assigned to Cape Girardeau public schools will deter crime and foster mutual trust between students and police. The Cape Girardeau City Council Wednesday night voted to accept a federal grant to help the school district fund the project...

A Galesburg, Ill., city official says Tele-Communications Inc. broke a promise to install new technology in the city's cable system to improve quality and increase channel capacity. "They don't care about the community; all they care about is getting money out of you," said the official, John Guiste, Galesburg's human-resources coordinator and a member of that city's cable commission...

Some Cape Girardeau Central High School students aren't so sure a full-time policeman in the schools will be beneficial. The school system will get an officer in the fall to deter crime and build mutual trust with students. "I don't think we really need a police officer here all the time," said Dustin Gross, 17. "I think it's going to cause a distraction. We don't really have that many problems."...

SCOTT CITY -- The Southeast Missouri Regional Port Authority last year "bobbed around break-even" as barge activity declined and rail traffic increased, port director Dan Overbey said. But the expected Aug. 15 opening of Nash Road, which will provide direct access to Interstate 55, may elevate the port to its next level, he said. Direct access to the interstate will make it easier to serve a larger market by attracting industry, Overbey explained...

THE REASON the Shawnee school district in Illinois is having trouble with its budget is because our legislators won't allow timber harvesting in the Shawnee National Forest. There is over $1 million worth of timber that simply falls to the ground, dead, dies, decays, deteriorates every year in that forest. Because timber isn't harvested, the tax base which helps the school district isn't there...

From time to time, the issue of press freedoms for students, both in high schools and in colleges and universities, becomes a hot topic. This usually happens whenever a high school prinicipal or a college dean lays down the law and prevents the publication of some story or editorial written by students...

There is talk at Southeast Missouri State University of establishing daycare services on campus. Given the number of adult students on the campus, this would seem, at first blush, like a logical thing to do. But it isn't. A few years ago an evening daycare program at the university finally closed due to lack of use, even though a student government survey had shown considerable interest. ...

JACKSON -- Jackson wrestler Travis Reiminger may have undergone an impressive growth spurt this past year that pushed him into a whole new realm of wrestling, but he didn't grow out of contention as far as a state title is concerned. With an undefeated record and 32 pins to his credit in 34 matches this season, Reiminger, a senior, appears a strong contender, if not the front-runner, for the 4A state title in the 215-pound weight class when the state wrestling meet gets started today at the Hearnes Center in Columbia.. ...

Southeast Missouri State University's women's basketball team has nothing left to play for except pride. Coach Ed Arnzen hopes that will be enough to carry his Otahkians to strong showings in their final two games of the season. The Otahkians will close out their worst season ever under Arnzen on the road, beginning today with a 5:30 p.m. contest at Tennessee-Martin. Saturday, Southeast will play at Eastern Illinois in a 4:30 p.m. tipoff...

FREDERICKTOWN -- Notre Dame's girls connected for a school-record 11 3-point baskets Wednesday night against Fredericktown, but it still was not enough as the Lady Black Cats emerged with a 62-56 victory. Melissa Maurer accounted for a record six 3-pointers as she finished with 18 points for Notre Dame (14-8). Randi Senciboy added four treys and 15 points while Tracy Blattel accounted for the other long-range basket. Amanda Lange also added 12 points...

Mark Kiehne was not very happy with his junior basketball season at Arkansas State University. But the former Jackson High all-stater has certainly made amends during his senior campaign. Kiehne, a 6-foot-6, 230-pound forward, leads ASU in scoring and rebounding as the Indians prepare for their final two games of the regular season later this week. They'll compete in the Sun Belt Conference Tournament next week...

Waters received a bachelor of science degree in metallurgical engineering from the University of Missouri-Rolla in 1939. He was employed at Bryan Metals more than 25 years, retiring in 1981...

Leora Brown, 81, of Cape Girardeau died Tuesday, Feb. 18, 1997, at St. Francis Medical Center. She was born Aug. 13, 1915, in Jackson, daughter of Leo and Caroline Roloff Schaper. She and G. Harold Brown were married Oct. 17, 1941. He died June 22, 1983...

Martin William August Loos, 89, of Cape Girardeau died Wednesday, Feb. 19, 1997, at the Lutheran Home. He was born April 9, 1907, in Jackson, son of Conrad and Anna Bock Loos. He and Helen Schuppan were married Dec. 8, 1940, at New Wells. Loos was employed by Excelsior Furniture Co. 10 years, started the Uregas Distribution Co. and operated it 32 years...

More than 4,000 river travelers are expected to visit downtown Cape Girardeau this year as a result of Delta Queen Steamboat Co. Inc. riverboats making 15 stops here. Cape Girardeau would be the first city in Missouri to establish an annexation policy if the measure discussed at Wednesday's City Council meeting is adopted, City Attorney Eric Cunningham says. The council voted Wednesday to forward the policy to the city Planning and Zoning Commission for input.
