SCOTT CITY -- After a long weekend of weighing proposals from two companies interested in developing a riverboat gambling operation in Scott City, its city council Monday night gave the nod to Lady Luck Gaming Corp. Should the Cape Girardeau mayor be elected by the people or the city council he or she directs? Should the ward system be used for every city council seat? Or should there be at-large elections?
