To the Editor: The fundamental problem before the citizens of Cape Girardeau is how to secure the public "good" and citizens' private rights against the power cartel interests and at the same time preserve the spirit and form of popular government. There are 1,834 leading citizens who believe the public "good" and citizens' rights can best be secured through a change in the city charter whereby council members would be selected from equal zones and citizens would "elect a neighbor" to represent them at the city council meetings.. ...
