Officials from Cape Girardeau city and county hope the establishment of a regional solid waste management district will allay some of the most pressing challenges of local trash disposal. But others fear the district, formed along with 18 others in Missouri as part of the state's solid waste law, will do little to resolve key solid-waste issues, such as dwindling landfill space and the high cost of recycling...

The Cape Girardeau City Council Monday voted to study spending excess tourism funds on a proposal to turn the St. Vincent's Seminary property into a museum and Civil War interpretive center. The council unanimously approved the measure despite the objections of some members that it was a "slap in the face" to the city's Convention and Visitors Advisory Board...

JACKSON -- For a change, the Jackson Board of Aldermen got an upbeat report on the West Main paving project. Acting City Engineer Rich Bowen told the aldermen that the contractor, SIS of Creal Springs, Ill., poured sections of pavement between High and Court streets on Friday and Saturday, along with a section of pavement near the Boatman's Bank drive-in teller facility...

SCOTT CITY -- The Scott City Council is considering putting a quarter-cent sales tax increase before voters. The revenue would pay for a new fire truck. At Monday's council meeting, members agreed to study the sales tax at one more meeting before putting it on the November ballot...

Training will be held Wednesday for the Tri-State Therapeutic Horsemanship program. Volunteers are needed to hold disabled children on horses known as "side walking" and to lead horses. No previous experience with horses is required. Individuals must be at least 16 years of age to volunteer. Training will be held at 6 p.m. at Crass Arena outside Jackson...

Last week's release of a state audit regarding financial mismanagement at Southwest Missouri State University is properly assigned to the "funny-if-it-weren't-so-sad" category. Poor fiscal administration and squandered tax dollars give higher education in Missouri a black eye it doesn't need. But if there is a silver lining to come from this budget calamity, it might be that the bad example is so effectively demonstrated that there will be no recurrence, in Springfield or elsewhere in Missouri...

She married Claude Whaley Oct. 16, 1972. Whaley was employed at Florsheim Shoe Co., and was a member of St. Augustine Catholic Church...

The Missouri Highway and Transportation Department plans to ask motorists in the Cape Girardeau-Jackson area some questions about where they're going this week. The department's data collection supervisor, Terry Carrender, says an extensive origin and destination traffic survey will be conducted in the area today through Thursday...
