A federal judge in St. Louis ruled yesterday the developers of the failed Westborough Mall, which became entangled in a zoning dispute more than a decade ago, aren't entitled to damages from the city of Cape Girardeau.

Funds for this coming season's operation of the Rose Display Garden in Capaha Park are assured with the realization of the $1,000 minimum goal of the Friends of the Rose Garden; contributions to the fund, set up by the Cape Girardeau Council of Garden Clubs, this week total $1,160.81.

Two incumbent members of the Cape Girardeau Board of Education have filed for re-election, but no candidates for the city council have yet come forth; seeking new three-year terms on the school board are J.J. Russell and Robert J. Stiegemeyer.

The Cape Girardeau County Court demands those favoring the setting up of the Federal Food Stamp plan in the county circulate petitions to ascertain the sentiment of a majority of the voters; under a proposal supported by grocers and members of the Cape Girardeau Chamber of Commerce, the county would set up a $12,000 revolving fund to make the purchase of the food stamps possible; those on relief, on the WPA or those receiving any kind of government aid would be eligible to purchase the stamps and receive a gift of 50 percent additional; the stamps would be used to buy staple food products.

With almost a full house at the Broadway Theater in spite of icy sidewalks and streets and cold winds, The Missourian's 15th annual Cooking School comes to a close; the four morning sessions had a total attendance of approximately 4,000 women.

Mary Griffith is now a local reporter and writer for The Daily Republican newspaper; she has considerable experience in newspaper work; Griffith will be pleased to hear from all women who have items of news.

Rudolph Dietrich returns from St. Louis, where he spent a few days on auto business; while there, Dietrich signed a contract for the agency of the Briscow car in Cape Girardeau and will have some of the cars here by April 1; the Briscow car will sell for $585 complete.
