25 years ago: Sept. 15, 1981

Cape Girardeau County officials are planning to implement a building permit program in the county possibly by next January; a building permit and inspection program is one of the requirements of the federal Flood Insurance Program, which the county joined more than two years ago.

Authorities shut down two games on the midway at the SEMO District Fair yesterday and arrested four carnival workers on suspicion of promoting gambling following an undercover investigation by the state Highway Patrol.

50 years ago: Sept. 15, 1956

A performance in the evening of the Aut Swenson Thrillcade, an automobile thrill show that in the past has packed the week's largest crowd into the grandstand, brings to a close the 1956 SEMO District Fair.

Cape Girardeau County Democratic officials announce that Brian B. Mullen, the party's candidate for representative in the legislature, has withdrawn from the race.

75 years ago: Sept. 15, 1931

Damage totaling $62,487 for 28 parcels of land in Mississippi County taken by the federal government for a spillway between the new setback levee and the Mississippi River is included in reports filed in federal court by special appraisers.

Following a conference between public school officials and city commissioner Louis Wittmor yesterday, an effort is being made to work out a seating arrangement for spectators attending the Central High School football games this season.

100 years ago: Sept. 15, 1906

Lee L. Albert has resigned his position as cashier of the Farmers & Merchants Bank and has bought an interest in the Juden-Lilly Mercantile Co.; for the present, Robert Vogelsang, the assistant cashier, will fill Albert's position in the bank, until the directors can name his successor.

Dr. Charles Ruff is moving with his family to Cape Girardeau from Kennett, Mo.; he will practice dentistry here.
