The Cape Girardeau Charter Commission has completed the entire first draft of the proposed constitutional home-rule charter for the city with the completion of Articles 12 and 13 of the document.

PERRYVILLE, Mo. -- The Perry County Republican Central Committee has recommended the appointment of Leroy Lukefahr of rural Perryville to serve the unexpired term of Perry County Court Judge Raymond H. Brickhaus, who died last week; the recommendation will be submitted to Gov. Kit Bond.

50 years ago: Aug. 7, 1956

The consumption of water and electricity with the hike in temperatures the past few days has shown a corresponding rise; a record was set yesterday for the peak demand of power in the area supplied by the Missouri Utilities southeast group, which includes a major portion of the Southeast Missouri area; the peak demand Monday was 34,400 kilowatt hours as compared with the previous high of 34,100 kilowatt hours; the high yesterday was 95 degrees.

A 31-year-old man of near Cape Girardeau has been charged with indecent exposure after he was found without clothes wandering on Cape Rock Drive Monday night.

75 years ago: Aug. 7, 1931

The Cape Girardeau County Court yesterday fixed licenses the county is to levy on circuses and other such forms of amusement, making only slight changes in the fees to be collected; circuses now are to pay $50 per day for showing.

Professor J.C. Logan, who taught at the Teachers College for 14 years, teaches his last class; he is leaving that profession to open a consultation office in landscaping and horticulture; he will maintain a nursery in connection with it and will also do tree surgery.

100 years ago: Aug. 7, 1906

A big, new boiler arrives at the power plant of the street car company and will be installed at once; a big engine, directly connected to a big generator, is to be shipped shortly; these improvements will give the plant just double the equipment it now has, and all will be ready long before the city's centennial celebration begins; three new street cars are expected to arrive this week.

Don Paar, a barber of much experience and broad acquaintance in this area, is seeking a suitable location in Cape Girardeau to open a barbershop.
