The Cape Girardeau City Council, without comment, moved ahead last night with plans for annexation of Interstate 55 right of way, despite objections raised by Chaffee, Mo., mayor Bob Capshaw; the council's action clears the way for the city to take court action in an effort to annex right of way on both sides of I-55, from north of the U.S. 61 north intersection in Cape Girardeau County, south to the municipal airport in Scott County.
