Proposed 1977-78 budget of $9,025,081 for city of Cape Girardeau is presented in summary form at city council study session, with debate yet to come on some items; it must also pass two tests of public sentiment before final approval can be given.

Drivers license examinations will be started Monday in Cape Girardeau, announces Trooper Glenn Lampley, who will give tests in Cape Girardeau, Scott, Mississippi and Perry counties; written exam and vision tests will be given at Arena Building from where, also, check of applicant under actual driving conditions will be started.
Chaffee - Two bond issue proposals were defeated by whopping majorities yesterday in special elections; total of 904 people voted on proposals for $254,000 bond issues for sewer and water system improvements; Mayor W.A. Waldron says bond issue may be presented for vote later in different form.

Indicating it considers provisions of present franchise entirely adequate, city council declares it "has decided not to call a special election" at which new water franchise for Missouri Utilities Co., would be submitted to voters; company had requested special election to secure new franchise agreement before starting proposed construction of new $176,000 water plant; present franchise has seven years yet to run.
Kurt Odenheimer, young St. Louis bond salesman, who is attempting to swim from St. Louis to New Orleans just to show people that he can, drops into Mississippi River here at 1:15 p.m. to continue his long grind; he plans to go only as far as Commerce by this evening, making a short swim; Wednesday he expects to take longer lap, possibly to Cairo, Ill.- Sharon K.
