The Cape Girardeau School Board last night made its first board-member appointment in 13 years; the unanimous appointment of Johnny C. James, 42, to the board apparently also marked the first time a black has served on the board.

Tied with 405 votes each for the Republican nomination for county judge, Judge Alvin F. Klaus is awarded the race over Herbert L. Brune, when 13-year-old Danny Gast of Jackson, picks an envelope with Klaus's name at random.

Inquiry by The Missourian reveals that the proposed $400,000 marina for Trail of Tears State Park has been shelved indefinitely; the action was taken by the U.S. Army Corps of Engineers at the request of Gov. John M. Dalton.

E.L. Haas, president of Superior Electric Products Co., pays off the $4,500 remaining debt on the company's factory building here; the payment wasn't a gesture by his company, but was a personal contribution by Haas.

The Jackson library board has received and is considering the plans for the new library building to be built on the lot in the 100 block of North First West Street, which was deeded to the board by the county last fall; by agreement with the County Court, the library must have a room for the archives and meetings of the Cape Girardeau County Historical Society.

The rain that began falling last night seems to have been generally distributed over all parts of Southeast Missouri; in Cape Girardeau, the fall up to this afternoon had been slight, but sufficient to settle dust; showers in the county helped revive farm lands.

Letters are received in the morning by Sen. and Mrs. R.B. Oliver from their daughter, Marguerite, dated July 27 and 28 at Naples, Italy; her parents are uneasy over her condition because of the war, which has made financial arrangements for all European tourists somewhat difficult.
