The Cape Girardeau Public Library announces that beginning July 1, persons who reside outside Cape Girardeau will be assessed an annual user's fee of $24.

A reception recently honored Washington School's new principal, Richard Bollwerk; he succeeds Hansel Robinson, who retired at the end of the school year.

50 years ago: May 30, 1961

Memorial Day. Dr. Mark F. Scully, president of State College, delivers the address at annual Memorial Day services conducted in the morning at Cape Rock by the Knights of Columbus; veterans of all branches of service in all the wars of the United States are honored; closing the ceremonies, an airplane, piloted by John T. Seesing, drops a wreath on the waters of the Mississippi River.

A second ceremony honoring the war dead is held at Memorial Park Cemetery under the auspices of the Joint Veterans Council.

75 years ago: May 30, 1936

Organization of a "Three-C Yacht Club," to promote races, regattas and various other forms of water sports on the Mississippi River here, is proposed by Capt. Charles C. Stewart, a former official of the Chicago Yacht Club, who is making Cape Girardeau his headquarters; he proposes that river sportsmen in Cape Girardeau, Cairo and Chester, Ill., form the club.

Nora Naeter is making plans to sail in June on a six-week cruise; she will visit Norway and Sweden, and then go to Berlin for two weeks at the time of the Olympic Games.

100 years ago: May 30, 1911

Decoration Day is observed in a most fitting manner, with the unveiling and dedication of the statue-fountain in Courthouse Park; delivering the patriotic address is Gov. Herbert S. Hadley; exercises are under the direction of the fountain committee and are participated in by members of the Grand Army of the Republic, the Sons of Veterans and the Women's Relief Corps.

Gov. H.S. Hadley offers the opening remarks at a program at the Normal School, part of the school's commencement activities; a large audience is present to hear his remarks to the graduates.
