Long-range strategic planning is coming to Cape Girardeau; the plan -- "Vision 2000: A Strategic Plan for Cape Girardeau's Future" -- will be developed by a 30- to 40-member committee of residents; the planning process was proposed by Councilman David Barklage.

President of Boatmen's Bank Jay Burchfield announces he has accepted a position as president of Boatmen's Bank at Springfield, Mo.; replacing him here will be Jim Limbaugh.

50 years ago: April 22, 1962

Easter Sunday. Immediately following the Easter sunrise service at St. James AME Church, the women of the congregation serve breakfast in the church basement; the Rev. David F. Harris, pastor, conducts the service.

While switching to a dampish mood later in the day, the weather man shows his better side in the morning, as Girardeans observe Easter in the usual fashion of church going, visiting, taking drives and picnicking; at St. Vincent's College, it is visitors day, and a large number of parents from many states spend Easter with their sons studying for the priesthood.

75 years ago: April 22, 1937

Dr. Washington Strother Dearmont, formerly president of Cape State College, will retire with the close of the school year at Southwestern Louisiana Institute at Lafayette; his retirement as dean of the college of education will conclude 50 years in the educational field; it is expected Dr. and Mrs. Dearmont will return to Cape Girardeau to make their home with their son, Sen. R.L. Dearmont.

A large stave mill is being transferred to Cape Girardeau from a site on U.S. 61 near Jackson by the owner, C.C. Mackey, after the city board of adjustment granted a location permit yesterday; the mill will be on Independence Street, near Clark Avenue.

100 years ago: April 22, 1912

Dr. G.B. Schulz left Cape Girardeau yesterday to visit several recently flooded Southeast Missouri towns -- Lilbourn, New Madrid, Portageville, Hayti and other places -- to investigate health conditions; he is a member of the state board of health.

At meetings of the stockholders of the Cape Girardeau & Chester Railroad, the Saline Valley Railway and the Cape Girardeau & Thebes Terminal Railroad, the directors are authorized to lease or sell the properties.
