City Council member and mayoral candidate Loretta Schneider says establishment of a university district could help preserve the residential neighborhoods around Southeast Missouri State University; by establishing such a district, the council could enact occupancy permit and rental housing regulations which would apply only to that district.

Workers are adding a second floor inside the high-ceiling reading room in the original Kent Library structure on the Southeast Missouri State University campus; it will house the new Center for Teaching and Learning.

50 years ago: Dec. 4, 1960

The congregation of Bethany Baptist Chapel reads the covenant of the church in services in the morning; the message is centered upon "The Gospel Unto the Whole World"; the chapel has begun taking offerings for foreign missions in memory of Lottie Moon, who spent her life in China as a missionary.

Drawing visitors from a wide area, more than 800 persons called at The Missourian for its first December art exhibition which marked the 14th annual Missourian-sponsored show; while yesterday's crowd was slim, the show rebounds today with a continuous stream of visitors.

75 years ago: Dec. 4, 1935

Earl H. Shackelford of Hannibal, Mo., commander of the state American Legion, is a guest at the regular meeting of the Louis K. Juden Post in the evening; this is the department commander's first visit to the post since his election to the office late last summer.

President G.C. Walter of the Lions Club announces that Harry Kipke, head football coach at the University of Michigan, will be speaker at the club's banquet for the football squads of Central High School and the Teachers College Dec. 11 at May Greene School.

100 years ago: Dec. 4, 1910

Dr. Abbott of Boonville, Mo., preaches at the morning and evening worship services at First Presbyterian Church; he is a forceful and eloquent speaker; he may be called to fill the pastorate of the church.

Louis Pott goes to Pascola, Mo., in the afternoon in order to get an early start Monday morning at his mills.
