Jackson - Cape Girardeau County's budget process for 1992 is officially under way, but Auditor H. Weldon Macke is anticipating very little excitement or debate connected with new budget; one reason for lack of excitement is county's tight financial condition, which is caused by flat sales tax growth this year.
For fourth time in two years, Jerriann and John Wyman are unable to persuade City Council to grant liquor license for new tavern over objections of neighborhood church; split council votes 4-3 to deny liquor license for the Casbah, situated to rear of Mollie's, tavern and restaurant Wymans own at 627 Good Hope.

Cape Girardeau County voters Tuesday displayed what could be significant change in electorate trends in this Republican-leaning county; despite fact that voters here gave majority of support to Republicans at top of ballot, they switched to Democrats at lower end of ticket, indicating large number of crossover votes were cast.
Final tax bills for controversial Country Club sewers have been tabulated and should be mailed shortly, with city paying bulk of price from revenue-sharing funds; bills range from $140 to Country Club's assessment of $20,545.74; highest private bill is for $11,361.08.

Crowd of worshippers fill sanctuary of First Baptist Church to hear the Rt. Rev. Arthur C. Lichtenberger, bishop coadjuster of Episcopal Diocese of Missouri; his Reformation Day address is titled "The Church Faces the World"; day commemorates foundation of Protestant church, and service is under sponsorship of Ministerial Alliance.
Burning freight car, loaded with 110 bales of cotton, is taken off of St. Louis-bound Frisco freight train early in morning, after M.L. London, operator on duty at passenger station, notices smoking car when train is passing.
75 years ago: Nov. 4, 1926
While failing to reach vote of two years ago - presidential year - Cape Girardeau County at Tuesday's election set new record for off-year elections by polling in one contest 9,995 ballots, increase over that of last off-year election, in 1922, of 1,662 votes; biggest recorded vote was in close prosecuting attorney race between S.P. Dalton and J. Grant Frye.
L.M. Sarff, Cape Girardeau contractor, has been given contract to build three modern brick bungalows at corner of Benton and Linden streets; each bungalow will have fireplace and brick garage; work will begin at once and will be completed in about 90 days.- Sharon K. Sanders
