By 5-2 vote Monday, city council approved spending excess tourism funds on proposal that would expand sports and recreational facilities in two areas of city; action came after proponents of proposal to purchase and renovate St. Vincent's Seminary essentially conceded their claim to the tourism funds.
After extended debate yesterday, city council agreed on blueprint to implement ward-style council elections within a year; council agreed to appoint task force that will work to iron out legal issues that have arisen since voters approved ward representation during Nov. 3 election.

Benton - National farm strike scheduled for Dec. 14 was discussed when group of Scott County farmers met with leaders of movement at Benton last night; several more meetings are scheduled throughout Southeast Missouri and Southern Illinois during next several days; nationwide farmers' strike is set for Dec. 14.
Changes in traffic pattern on Broadway and Spanish streets will become effective Friday at 8 a.m.; city council last night approved proposed changes; two-way traffic will be permitted from Main to Lorimier streets on Broadway, and Spanish will become two-way street from William to Broadway.
50 years ago: Nov. 17, 1952
Bipartisan approach may be made by Republican and Democratic parties to solve problem of over-large precincts in Cape Girardeau, particularly wards 4 and 9, where hardship was worked election week on both election officials and voters; Rush H. Limbaugh Jr., chairman of Republican committee, says he has discussed matter with representatives of opposition and found them agreeable to some new alignment for more equitable distribution of voters.
National X-ray Survey Unit that will tour county in next two weeks has arrived with its two operators, and today chest x-rays are made at Central High School for pupils and faculty; Tuesday unit will be at State College all day.
75 years ago: Nov. 17, 1927
With Thanksgiving one week away, Girardeans are already looking over menu possibilities; turkey, king of holiday feast, isn't to be found as easily this year as last; they sold for around 40 cents last year, and merchants say they will sell for same this year and may possibly go to 45 cents, but they are scarce.
First Missourian building, which housed The Southeast Missourian newspaper for several years and which is located on Broadway between Spanish and Lorimier streets, has been sold by Naeter Brothers to Robert Martin, district salesman for Kelly Springfield Tires; Martin is having alterations made and will lease building to several different tenants.
