Filing for the Cape Girardeau City Council may begin next week; it will depend on whether the proposed city charter for Cape Girardeau is passed in the municipal election Tuesday; if the charter passes, filing for the seven seats on the council will begin Wednesday; if the charter is defeated, filing for two available council seats under the present city manager form of government will begin Nov. 17.

MARBLE HILL, Mo. -- Two wooden outhouses at the Grassy General Baptist Church -- used when the church holds outdoor functions -- have disappeared; a spokesman for the Bollinger County Sheriff's Department says that stealing outhouses is a traditional Halloween prank in the area.

50 years ago: Oct. 30, 1956

An initiative petition asking passage of an ordinance repealing the fluoridation law now on the city's books was rejected yesterday by the Cape Girardeau City Council after a check by the city clerk found it insufficient; circulators of the petition were, however, allowed an additional 10 days within which to meet objections found by the city's legal staff.

ORAN, Mo. -- Dr. Jesse A. Cline, a medical doctor for 52 years who has served in this community for 43 years, dies at his home here; he was 74 years old.

75 years ago: Oct. 30, 1931

Brickwork on the annex to the fire department headquarters is begun; if weather conditions permit, the two-story annex walls should be completed within 10 days; the new addition will contain space for housing an additional fire truck and sleeping quarters for firemen.

All bids submitted for the "scarifying" and grading of the road from Ancell through Fornfelt to Illmo were rejected this week by the State Highway Commission in Jefferson City, Mo., and the State Highway Department will do the work instead of letting it under contract.

100 years ago: Oct. 30, 1906

Otto Kochtitzky, the well-known ditch digger of Cape Girardeau, leaves in the afternoon for New Madrid, Mo., to be present tomorrow when the bids for construction work on the immense drainage ditch to cross the county are opened; there are several large contractors bidding on the work, but it is believed Kochtitzky and his brother will land the plum.

The Normal School football team is practicing hard to prepare for a surprise at Kirksville, Mo., Friday.
