Students at Jefferson Community College in Hillsboro could obtain bachelor's degrees from Southeast Missouri State University without ever stepping foot on Cape Girardeau campus, under plan announced Wednesday; officials at Southeast say plan calls for university to offer upper-division courses in four academic areas at two-year college, and allow students there opportunity to earn bachelor's degrees.

Scott City - Work is progressing on construction of railroad spur into Southeast Missouri Regional Port Authority, and completion of project could come by early next summer.

The Rev. George L. Cadigan, retired bishop of Episcopal Diocese of Missouri, preaches during morning service at Christ Church; this is his second visit to his former diocese since he retired in April 1975.

50 years ago: Oct. 17, 1951

To prevent too heavy a financial burden on property owners in Rodney Vista area north of Cape Rock Drive, City Council is considering new plan of financing sanitary sewer system in those areas; this comes as result of report by state Division of Health citing two specific instances in Rodney Vista and along property east of Cape Rock Drive, where raw sewage is running open into two small streams and contaminating them; state health agency has ordered city to correct these conditions.

Designed to provide more parking spaces around post office, limited-time parking meters are placed on sections of Fountain Street and Broadway near Federal Building; they will limit parking to 10 minutes.

75 years ago: Oct. 17, 1926

The Rev. I.D. Byrd, Baptist minister, holds his first meeting in morning at Orpheum Theater; he plans to organize mission in that section of town and will continue to hold services at theater each Sunday.

Dr. Fred Armstrong, whose appointment as director of religious education for Centenary Methodist Church was formally approved by Methodist Conference last week, has taken up his duties; new director will have charge of all religious educational work, will especially direct activities of young people of church and pay particular attention to college students; he and his wife are residing at 9 N. Benton Street.
