Construction was the main focus of yesterday's meeting of the board of commissioners of the Southeast Missouri Regional Port Authority; the board discussed the slackwater harbor now being dug, approved the hiring of a design engineer for the wharf and dock facility, awarded a contract to remove trees and brush from a 31-acre area for industrial land, and accepted a grant from the Federal Railroad Administration for construction of a rail port.
The Tina Turner concert booked Thursday at the Show Me Center is expected to be a sell out; only about 400 tickets remain unsold.
The overhauling of the Capaha Park lagoon is in its final stages; work yet to be done includes stone rip-rapping of 100 to 120 feet on the north end, and bank shaping, discing and seeding; the State Conservation Commission is scheduled to stock the lagoon with fish on Monday.
The often stolen, well-travelled TKE bell is missing again; Bob Devnomiller reports to police the bell was taken from the Tau Kappa Epsilon fraternity house on North Sprigg Street some time last night or this morning.

As one of the contributions of the Teachers College student body to the annual meeting of the Southeast Missouri Teachers Association here next week, the Black Mask Dramatic Club will present "The Royal Family" by George S. Kaufman and Edna Ferber; leads in the play will be Marian McClintock, Elizabeth Gamel, A.J. Rushing Jr., and Leslie Mae Allen.
Cutting of a canal through Grand Tower Island north of the Illinois town by that name is expected to be started soon by engineers; the improvement is planned to facilitate movement of river craft along that stretch of the Mississippi River; boats now must execute a tedious right-angle course opposite Grand Tower, where the river is piling up sand barriers on the Illinois side; this course will be straightened by cutting through the tip of the island.
Judge Seldon P. Spencer, the distinguished attorney of St. Louis, has been induced to address the citizens of Cape Girardeau on the political issues of the campaign at Common Pleas Courthouse tomorrow night; as the federal court will convene here that day, there will be many witnesses, jurors, attorneys and other visitors here for the address.
C.H. Warner, manufacturer of the Warner speedometer, accompanied by his son, Lester, and his father, C.A. Warner, stops here to get some repairs made to his large Packard car; the group left Beloit, Wisc., Wednesday, and made a splendid run to Cape Girardeau in four days.
