An application seeking the merger of Colonial Federal and First Federal Savings and Loan associations having failed, Colonial is seeking to convert from a mutual to a stock charter association; the local firm and Wellington Group I Inc., headquartered in San Diego, has submitted an application to the Federal Home Loan Bank Board and the Federal Savings and Loan Insurance Corp. to convert Colonial, with the majority of stock to be sold to Wellington.
JEFFERSON CITY, Mo. -- Fourteen presidents of state-supported colleges and universities, including Dr. Bill Stacy of Southeast Missouri State University, held an open forum yesterday with members of the Senate Appropriations Committee to discuss funding of higher education in the state.

It is rumored that the McMurray Construction Co. of Kansas City has secured the Frisco contract for the work to be done on Cape Girardeau's riverfront.
Starting tomorrow, the Terminal Hotel will take a new lease on life when George and John Harris of Memphis, Tenn., arrive to take charge of the Water Street hostelry; they will be associated with Ben Vinyard in the management of the hotel.
