Odds for rain are better than at any other time in past three weeks, weatherman is predicting, as drought situation reaches more serious stage with barge traffic on Mississippi River at a standstill; at least three boats with barges in tow are hung up on sandbars between Ste. Genevieve and St. Louis; river stage at Cape Girardeau is 6.6 feet.
Southwestern Bell Telephone Co. has announced appointment of Jackson A. Winsett as manager of its Cape Girardeau office; Winsett succeeds Donna Burk, who is on leave of absence.

September construction projects seem almost certain to be sufficient in number and dollar volume to boost 1951 Cape Girardeau building total beyond $2,000,000 mark, highest mark at this time of year in history; permits declared at value of $148,648 in August boosted city's eight-month total to $1,939,423, only $158,222 less than full 12 months of 1950, largest building year in history.
State College students will begin thronging into Cape Girardeau tomorrow as college opens its four dormitories to freshmen and new students; returning upperclassmen are expected to arrive Monday; all rooms in both men's dormitories and both women's dormitories are filled, and there are waiting lists.
75 years ago: Sept. 8, 1926
Adding another $30,000 to total in reports at noon, committees conducting drive to secure investment locally of $300,000 in Cape Girardeau bridge make plans for final windup drive Thursday and Friday, when quota must be reached; total funds raised so far amount to $243,100.
More than 4,000 children, from ages 6 to 16, returned to schools in Cape Girardeau yesterday; in addition to public schools, two parochial schools and St. Vincent's College resumed work after summer vacation.
