This may be a dramatic overstatement of fact, but another of Foster's points may be more compelling: Most American workers would be fired if they drank on the job.

The only reason Foster's effort to ban liquor in the capitol has a chance this year is because term limits are ending the careers of many legislators. They might be less afraid to adopt such a ban.
