THE PUBLIC MIND: ZONE REPRESENTATION BILL IS SUPPORTED

The fundamental problem before the citizens of Cape Girardeau is how to secure the public "good" and citizens' private rights against the power cartel interests and at the same time preserve the spirit and form of popular government.

There are 1,834 leading citizens who believe the public "good" and citizens' rights can best be secured through a change in the city charter whereby council members would be selected from equal zones and citizens would "elect a neighbor" to represent them at the city council meetings.

We have taken the first step to reacquire the control of local government for the people of Cape Girardeau. But, it is up to you as a citizen of Cape Girardeau to take up the banner and go to the polls and vote for the zone form of electing a council member.

If you are dissatisfied with higher fees for less service as instituted by our present local government, then get out and vote with and for your neighbor.

Fellow citizens, do not be swayed by the flood of adverse advertising that will be presented against the zone form of representation. The zone concept is the right vehicle to arrive at the "one person - one vote" requirement.

If it is representation of the people, by the people that we want for Cape Girardeau, then equal voice for all by zone representation is what we need and we need your vote in November.
