Water is obviously a basic need of any new industry and the adequacy of the water system available is one of the first factors that will be reviewed by industrial prospects. The cost of water, while not as significant in most cases as energy and other costs may be, is still an important item, particularly to a large water user. Extension policies are critical to developers and improvements for fire flows and pressures, as well as insuring adequate supplies and treatment capacity, are essential ingredients to industrial growth.

The same type of efforts will be needed in the future with regard to the water system. With an outside utility company, the lack of control by the local citizens will result in a lagging development of the water system.
