To the Editor:

Our former senator, Thomas Eagleton, had a good article in the paper Sunday: "The Cancer in the Legislature."

Here is the cure:

1. Limit the tenure of office of both houses to two six-year terms, with the election of the legislature staggered thereby allowing a continuous legislative body.

2. A member can only serve two consecutive terms. This means that one person can serve two terms of Congress or Senate or one Congress and one Senate consecutively.

3. The expenses of the candidates' campaign will be financed by the Government and all funds will be divided equally. Absolutely no private money for a campaign.

4. Limit the primary campaign to 60 days and 90 days for the general election, with the last two weeks before the general election silent. That is: no personal campaigning, no public speaking and no advertising.

5. Eliminate organized lobbying. No congressman or senator can take a junket at the expense of another country nor can one take money or gifts from a person, organization or corporation.

6. Take away the power to set their own salaries. Establish a Commission (elected not appointed) to set all government salaries from the president down.

The commission should review the salaries each year with their expenses paid but no salary.
